Regulations of the Research Center for Network Markets and Labor Productivity in Manufacturing under the Ministry of Economy and Finance of the Republic of Uzbekistan.
Chapter 1. General Provisions
1. These Regulations define the status, main tasks, functions, rights, obligations, organizational structure, reporting procedures, as well as the functional responsibilities and accountability of the management of the Research Center for Network Markets and Labor Productivity in Manufacturing (hereinafter referred to as the "Center") under the Ministry of Economy and Finance of the Republic of Uzbekistan.
2. The Center is an authorized state institution that conducts research in the field of labor productivity, studies the volumes of demand and supply for goods, analyzes changes in domestic market prices for produced and consumed products, and examines trends in the production of industrial products both locally and internationally.
The Center is subordinate to the Ministry of Economy and Finance of the Republic of Uzbekistan.
3. In its activities, the Center shall comply with the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, documents of the Cabinet of Ministers, other legislative acts, and these Regulations.
4. The Center is a state institution with the status of a legal entity.
The Center has a seal with the image of the State Emblem of the Republic of Uzbekistan and its name in the state language, as well as letterheads, personal treasury accounts, bank accounts, including foreign currency accounts, under the Treasury Committee of the Ministry of Economy and Finance of the Republic of Uzbekistan.
5. The Center's property consists of fixed assets (equipment, vehicles, etc.), working capital, financial resources, and other material assets acquired through various sources of financing. The value of the Center's property is reflected in its independent balance sheet.
The Center exercises the rights of ownership, use, and disposal of the property assigned to it in accordance with the legislation.
All research materials, as well as research conducted by other organizations under contracts based on the Center's orders, are considered intellectual property objects of the Center's activities.
Property and assets acquired through income from economic, scientific, and technical activities, as well as through charitable, sponsorship, and gratuitous funds, are considered the property of the Center.

Chapter 2. Structure of the Center
8. The structure of the Center is approved by the Minister of Economy and Finance of the Republic of Uzbekistan.
3. Purpose, tasks and functions of the center
9. The main objective of the Center is to develop research and analyses aimed at the economic development of the Republic of Uzbekistan.
10. The main tasks of the Center include:
- Analyzing the development of economic sectors at a macro level;
- Analyzing the development of consumer market sectors;
- Analyzing the development of industrial sectors;
- Studying international experiences and working with ratings;
- Analyzing factors for increasing labor productivity in the economy.
a) In the field of macro-level analysis of economic sector development:
- Identifies imbalances in industrial sectors, unused mineral and raw material resources, labor, and production capacities, and based on this, develops proposals for the socio-economic development of the country in the future;
- Develops recommendations for organizing the production of high-value-added and competitive products through deep industrial processing of existing mineral and agricultural resources, thereby increasing the volume and variety of exported products;
- Analyzes economic changes in the global economy and in Uzbekistan's strategic partner countries, taking into account the interests of the Republic;
- Participates in the development of strategies (models) for the development of the republic's industry, aimed at the efficient placement of production forces and the effective use of natural and economic potentials of regions;
- Analyzes the structure of the republic's imports and develops proposals for replacing imported goods and services with local products;
- Evaluates the impact of market volatility on the domestic market and local production, identifies competitive advantages, and determines cause-and-effect relationships and factors influencing market conditions.
b) In the field of analyzing the development of consumer market sectors:
- Prepares analytical reports and market reviews on price dynamics, demand, and supply in consumer markets;
- Conducts monitoring of changing market trends and prepares recommendations for addressing market development issues and risks;
- Prepares market reviews for strategically important types of goods at the republic and regional levels;
- Develops recommendations for replenishing consumer markets with high-demand goods;
- Conducts continuous monitoring of prices for certain types of food products to ensure food security and prevent sharp price fluctuations in markets;
- Studies demand and supply for imported goods in the domestic market, conducts research on the market for certain types of imported goods, and prepares market reviews.
c) In the field of analyzing the development of industrial sectors:
- Analyzes and studies the production capacities of industrial sectors, including export-oriented production;
- Develops recommendations for the placement of promising investment projects based on the existing raw material resources, production infrastructure, and domestic and foreign market demands;
- Participates in the development of proposals for introducing new innovative mechanisms for regulating sectoral markets;
- Studies the raw material base required for the production of new types of industrial products;
- Conducts analyses and develops proposals for the efficient use of existing potentials and the identification of new opportunities for the sustainable supply of raw materials to economic sectors;
- Develops recommendations for the development of local industrial sectors based on the analysis of current and future strategic directions in foreign industrial markets;
- Prepares periodic reviews based on the analysis of trends in the production of foreign and local industrial products;
- Analyzes existing production capacities in regions and makes recommendations for improving their efficiency;
- Identifies obstacles and shortcomings in the use of capacities and develops proposals for their elimination.
d) In the field of studying international experiences and working with ratings:
- Analyzes the impact of cooperation with various integration associations (CIS, EAEU, etc.) on the socio-economic development prospects of the country and develops proposals for expanding cooperation;
- Analyzes the processes of integration with leading foreign countries in the industrial sector, including cooperation with international trade organizations and alliances;
- Develops proposals for local producers to enter foreign markets based on domestic production capacities and existing demand for products in foreign markets;
- Prepares conclusions based on advanced foreign experiences in working with international economic ratings and indices.
e) In the field of analyzing factors for increasing labor productivity in the economy:
- Conducts research related to increasing labor productivity, develops and implements methodological guidelines, and prepares recommendations for increasing labor productivity in local industrial sectors;
- Develops recommendations based on the study of advanced global experiences and new technologies that ensure energy and resource efficiency in production processes;
- Participates in the development of measures to apply modern mechanisms and approaches for increasing labor productivity in strategic sectors and enterprises with state participation;
- Participates in the development of measures to reduce production costs, increase energy and other resource efficiency in GDP, apply clean and environmentally safe technologies in industrial processes, and reduce product costs through modern mechanisms and approaches.
Chapter 3. Rights, Obligations, and Responsibilities of the Center
12. To fulfill its assigned tasks and functions, the Center has the following rights:
- To collect and process necessary information on market indicators, the nomenclature and types of products (goods and services) produced and imported in the republic, and to publish it on the Center's website;
- To conduct scientific research on individual markets and factors for increasing labor productivity in the economy, collect and summarize necessary data;
- To conduct surveys and other social research by engaging interviewers and respondents on a contractual basis among organizations and the population;
- To study the volumes of demand and supply for goods, as well as changes in domestic market prices for produced and consumed products;
- To prepare forecast-analytical materials, market reviews, and recommendations for the balanced development of individual markets and the expansion of production capacities in industrial sectors;
- To participate in the development of forecast-analytical materials, comprehensive and targeted programs for the development of economic sectors and industries within the Center's competence;
- To cooperate with research institutions of the republic and foreign countries on issues related to the Center's activities, and to establish mutual exchange of experiences and participation in innovative projects based on modern technologies;
- To conduct research funded by grants, including those from international organizations;
- To issue certificates (information) on the level of localization of manufactured products (goods and services) based on paid contracts, and to provide marketing and market research, training, consulting, information, and other services based on orders from ministries and economic entities;
- To establish branches that contribute to improving the Center's activities within the territory of the Republic of Uzbekistan;
- To purchase necessary technical equipment, tools, software, and other products for the Center's activities;
- To conclude contracts with local and foreign organizations for conducting marketing and market research;
- To train and improve the qualifications of the Center's specialists (including in foreign countries);
- To organize or participate in conferences, training seminars, symposiums, and roundtable discussions related to the Center's activities;
- To engage in publishing activities and distribute analytical materials in the media on the Center's areas of activity.
The Center may have other rights in accordance with legislative acts.
13. The Center is responsible for the quality and timely execution of its assigned tasks and functions, as well as for the preparation of reviews and analytical materials on sectoral and consumer markets and labor productivity within the established deadlines, and for the quality and scientific validity of analytical developments carried out on the orders of the Ministry of Economy and Finance of the Republic of Uzbekistan and other organizations.
Chapter 4. Organization of the Center's Activities
14. The Center is headed by a Director appointed and dismissed by the Minister of Economy and Finance of the Republic of Uzbekistan.
15. The status and terms of remuneration, medical and transport support for the Director of the Center are equivalent to those of the head of a department of the Ministry of Economy and Finance.
16. The Director of the Center represents the Center in all state and economic management bodies, local executive authorities, as well as in foreign countries.
17. The Director of the Center:
- Provides overall management of the Center's activities on a sole basis and is personally responsible for the fulfillment of the Center's tasks and functions;
- Determines the main areas of activity and the level of personal responsibility of the Center's employees, issues mandatory orders for employees within his authority;
- Carries out the hiring and dismissal of Center employees, as well as the termination of employment contracts with them, and creates the necessary conditions for their effective work, forms the Center's personnel reserve;
- Approves the regulations on the structural units of the Center and job descriptions for its employees;
- Determines the procedure and conditions for additional payments, bonuses, and other payments to Center employees within the allocated funds in accordance with legislative acts;
- Ensures strict compliance with the deadlines for processing appeals from individuals and legal entities in accordance with the Law of the Republic of Uzbekistan "On Appeals of Individuals and Legal Entities";
- Organizes the planning of the Center's activities, approves quarterly work plans, and ensures control over their implementation;
- Takes measures to ensure the quality and timely execution of the tasks assigned to the Center by these Regulations and other legislative acts, as well as to eliminate shortcomings in the Center's work;
- Is responsible for achieving the expected results of ongoing programs, strategies, and concepts, and for maintaining executive discipline in the Center.
The Director of the Center may have other powers and obligations in accordance with current legislation.
Chapter 5. Evaluation Criteria and Performance Indicators of the Center
18. The efficiency of the Center is regularly evaluated.
19. The evaluation of the efficiency and effectiveness of the Center's activities is based on the following main criteria:
a) The performance of the Director of the Center is evaluated based on the criteria approved by the Ministry of Economy and Finance;
b) The performance of the heads of structural units, deputy heads, and other employees of the Center is evaluated based on the criteria approved by the Director of the Center.
Additional criteria for evaluating the efficiency of the Center's structural units may be established.
20. Based on the results of the evaluation of the Center's efficiency and effectiveness:
- Incentives (rewards) or disciplinary actions are applied to the Center's management, heads of structural units, and employees;
- Measures are taken to eliminate identified shortcomings and further improve the Center's activities.
Chapter 7. Accountability of the Center
27. The Director of the Center reports on the Center's activities to the Ministry of Economy and Finance of the Republic of Uzbekistan in accordance with the established procedure.
28. The Ministry of Economy and Finance monitors the Center's activities to ensure the effective fulfillment of its assigned tasks and provides an objective assessment of the Center's performance.
29. Based on the results of monitoring and evaluation, the Center's management and individual exemplary employees are incentivized, or serious shortcomings are addressed in accordance with the established procedure.
30. Based on the results of monitoring and evaluation, the Director of the Center reports on the Center's activities to the Ministry of Economy and Finance of the Republic of Uzbekistan in accordance with the established procedure.
Chapter 8. Final Provisions
31. The reorganization and liquidation of the Center are carried out in accordance with the procedure established by law.
